PEC Truthwatch advocated in a January 16 blog, Make It Permanent…A Member’s Right to Speak, “Only the Member Bill of Rights can legally guarantee a right that cannot be taken away, except by a member vote.”
The PEC Board of Directors today unanimously approved the following language insertion under Article IX of the Articles of Incorporation under the Member Bill of Rights by adding Section 5 below:
Section 5. Right to Speak. A Member has the right to speak at every regular, special or called meeting of the Board of Directors and its committees, except for executive sessions, on any PEC matter at a time designated by the Board.
Hooray! Congratulations to the Board for doing the right thing. After nearly four months of waiting inexplicably for the General Counsel, Board President and full board to consider this matter, Director Chris Perry (who has been repeatedly mocked as a “rogue” board member on this site in recent months) took it upon himself in the 11th hour to draft the perfect language that was approved today. It is his language that will be placed on the ballot for member approval in June. Director Perry’s efforts should be noted and appreciated.
Members should approve this change when they vote in June. It gives the added (and previously overlooked) protection of a member’s right to speak at Board meetings–a right that cannot be taken away except by approval of the members. Today was a good day for free speech and, in this case, for PEC.
